But the report also describes social norms in Gaza that make women subordinate to men, meaning it’s fathers, uncles, and extended family that are forcing girls and women into marriage. Across 36 pages, Israel is mentioned 21 times. Hamas, which has governed Gaza since 2007, isn’t named once. War can deepen poverty and desperation. But blaming Israel won’t protect these girls.
