The Gaza ceasefire that began October 11 has now moved into phase two. Following the UN Security Council’s 13-0 endorsement on November 17, the International Stabilization Force (ISF) – a multinational contingent in uniform – has started deploying into areas currently held by the IDF. Troops from contributing countries including Indonesia, Azerbaijan, Egypt and Turkey will help secure the Strip, oversee demilitarization, train local police, and support the handover to a new Palestinian technocratic government of 12–15 non-partisan experts. The IDF will gradually withdraw from cleared zones as the ISF takes responsibility. The plan, presented by President Trump and Prime Minister Netanyahu on September 29, 2025, also establishes an international Board of Peace chaired by President Trump to monitor progress and reconstruction. Hamas is required to relinquish heavy weapons immediately and light weapons in later stages, while stepping away from any governing role. Mediators report negotiations are advancing, with major announcements on the full ISF composition and the new Gaza administration expected before Christmas. The framework aims to create a terror-free Gaza while preserving Israel’s security requirements.
