Who controls the Tomb of the Patriarchs and Matriarchs in Hebron? Yishai explains. The Cave (Tomb) of the Machpelah in Hebron is acknowledged by Jews, Christians and Muslims as the resting place of the Biblical Fathers and Mothers: Abraham, Sarah, Isaac and Rebecca, Jacob and Leah. Control of the site was divided in January 1997 under the Hebron Protocol (or the Hebron Agreement), which was a follow-up to the Oslo Accords,. This agreement divided the city of Hebron into two areas: H1, under Palestinian Authority control, and H2, under Israeli control. Part of this agreement addressed shared access to the Tomb of the Patriarchs, with a split arrangement for Jewish and Muslim worshippers. As part of this, each group would have exclusive access to the entire site on specific holy days—10 non-consecutive days for Jews and 10 for Muslims—while the rest of the time, access would be divided roughly 60/40 between Muslims and Jews.
