Transcript [00:00] A recent discovery in northern Samaria [00:02] by an Israeli NGO is a testament to just [00:05] how close the Palestinian Authority has [00:07] been to total collapse, and it's been [00:09] that way for a number of years now. To [00:11] be clear, the Palestinian Authority is [00:13] the only thing keeping the farce of a [00:16] Palestinian state alive, and they're one [00:18] of the most corrupt, violent [00:20] organizations in the world. They should [00:22] be designated as a terrorist [00:24] organization. More on that later. This [00:27] is the Israel guys. Our friends at [00:30] Regavim recently discovered a [00:32] Palestinian Authority compound in [00:34] northern Samaria that was not only [00:36] funded and built with European Union [00:38] money, but part of it was built in Area [00:41] C, which is clearly illegal. And it's [00:43] also a clear attempt to continue the [00:45] Fayyad plan, which was started in 2009, [00:48] whose mission was to establish a de [00:50] facto Palestinian state under Israel's [00:53] nose. [00:54] As a reminder, under the Oslo Accords, [00:57] Area A 100% Palestinian Authority [01:00] control, Area B shared access and [01:03] control by the PA and Israel, and Area C [01:07] 100% Israeli control. Much of it is [01:10] actually Israeli state-owned land. In a [01:13] statement, Regavim said, quote, [01:15] "Constructed less than a year ago, the [01:17] compound includes an impressive entrance [01:19] gate, a broad access road, benches, a [01:22] pergola, playground equipment, and a [01:24] light construction utility structure. [01:26] According to official signage at the [01:28] site, the planning and construction of [01:30] the compound and access road were funded [01:32] directly by the European Union. Just to [01:35] refresh your memory, the Fayyad plan [01:37] that I mentioned a minute ago was [01:39] created by Palestinian Authority Prime [01:41] Minister Salam Fayyad in 2009, and it [01:44] called for Arab villages and towns to [01:46] begin building and encroaching on [01:48] Israeli Jewish communities all [01:50] throughout Judea and Samaria, focusing [01:53] much of their attention and construction [01:55] as close to Jewish areas and in Area C [01:58] as possible. They were pretty successful [02:00] for a number of years, and if you look [02:02] at aerial maps of Israel's heartland, [02:04] you will see that there are rings of [02:06] Arab buildings, thousands of them are [02:08] actually empty, strung out all [02:10] throughout Israel's heartland, many of [02:12] which are super close to Jewish [02:13] communities. One of their main goals was [02:16] to connect different villages and [02:18] communities, creating like a ring around [02:20] every Jewish community in Judea and [02:23] Samaria. [02:24] At the Israel Guys, we published a [02:25] series of on-location episodes a few [02:28] years ago showing this very plan up [02:30] close and giving you the statistics that [02:32] there are over 100,000 [02:34] illegal Arab structures built in Area C, [02:39] and many of them on Israeli state land, [02:41] all 100% illegal, and many of them [02:44] completely empty. Back to the story [02:46] about the EU-funded construction in Area [02:48] C mentioned at the beginning of the [02:50] video, Naomi Kahn, our friend from [02:52] Regavim, said this, quote, "Our field [02:55] coordinator did a standard sweep to [02:56] update our data on the areas being [02:58] repopulated by Jewish communities in [03:00] northern Samaria. He discovered a [03:03] recently built recreational compound [03:05] with European Union sponsorship signage [03:08] and Palestinian Authority credits. But [03:10] the compound, which spilled over from [03:12] Area B, is sitting on Israeli state land [03:15] in Area C. The whole thing is illegal, [03:18] and also at precisely the same time, the [03:20] EU has sanctioned law-abiding Israeli [03:22] civil society organizations, including [03:25] Regavim, without even the pretense that [03:27] they're guilty of doing anything [03:29] illegal. So, you have European Union [03:32] funding illegal Palestinian Authority [03:34] projects in Israeli state land and [03:37] sanctioning the very NGO that exposed [03:40] them." [03:41] The European Council took restrictive [03:43] measures against Regavim and their [03:45] director earlier this year while [03:46] accusing the organization of working [03:48] with the Israeli courts to demolish [03:50] Palestinian property with the aim to [03:52] expand the control of Israel to the [03:53] whole West Bank and institute legal [03:56] proceedings to that end. [03:58] So, why is the European Union funding [04:01] illegal construction in Judea and [04:03] Samaria, especially when much of it is [04:05] in line with the PA's attempts to [04:06] establish a Palestinian state, [04:08] essentially funding illegal activity [04:10] which is also against the state of [04:12] Israel? [04:14] Well, it turns out that the Palestinian [04:16] Authority desperately needs the European [04:18] Union to survive. They have this thing [04:21] called pay to slay, which you've [04:23] probably heard of. [04:24] Basically, it means that if you commit a [04:25] terrorist attack against Jews, you get [04:27] put on the PA's payroll. If you kill a [04:30] Jew, you get paid. If you wound a Jew, [04:33] you get paid. If you die while [04:35] committing a terror attack, your family [04:37] gets paid. Did I mention that these [04:39] payments are for life? The more Jews you [04:42] kill or maim, the higher the salary. And [04:44] those salaries are paid to you or your [04:47] family for life. For decades, the [04:50] Palestinian Authority has been giving [04:52] hundreds of millions of dollars to [04:54] thousands of terrorists and their [04:56] families who are on their payroll, even [04:58] prioritizing these payments when times [05:00] are tough, cutting salaries to other [05:02] government workers and agencies before [05:04] cutting payments to terrorists and their [05:06] families. [05:08] Israel finally got smart in 2018 and [05:10] started withholding PA tax revenues to [05:13] offset the amount the pay to slay [05:15] salaries. Yes, Israel has been [05:17] collecting the PA's taxes for years. [05:20] Since then, the Palestinian Authority [05:21] has been struggling. [05:24] After October 7th, Israel also [05:26] restricted tens of thousands of jobs [05:28] that Palestinian Arabs previously had in [05:31] Israel proper, which led to an economic [05:33] decline in PA areas of Judea and [05:36] Samaria. [05:37] There's also been a steady decline in PA [05:39] support from other Arab Middle Eastern [05:41] countries, especially with the success [05:43] and expansion of the Abraham Accords. [05:46] Supporting the idea of a Palestinian [05:47] state and the Palestinian cause simply [05:50] has zero benefit for Arab nations all [05:53] over the Middle East. [05:55] Since 2023, Israel has been withholding [05:57] more and more of the PA's revenue to [05:59] offset the pay-to-slay program, which [06:01] has led to a steady decline in the PA's [06:04] annual budget. Even before war broke out [06:06] in 2023, international funding of the PA [06:09] was also declining, going from 2.4 [06:12] billion shekels in 2018 to 1 billion [06:15] shekels in 2021. [06:18] Since October 7th, foreign aid for the [06:19] PA began increasing again because so [06:21] much of the world's focus has been on [06:24] this place, but more and more has been [06:26] coming from other sources such as the [06:28] European Union and less and less from [06:30] Arab states. Arab states provided over [06:33] 600 million shekels in 2024 and less [06:36] than 400 million in 2025. [06:39] The European Union, in the meantime, [06:40] announced plans just this last month to [06:42] inject 1.37 [06:44] billion shekels into the Palestinian [06:47] economy. They have said that they intend [06:49] to bypass the Palestinian Authority with [06:51] these funds, but they are still [06:53] funneling the money through the Bank of [06:54] Palestine which ironically currently [06:57] has over 3,000 [07:00] bank accounts which reportedly are used [07:02] to pay terrorists under the pay-to-slay [07:04] program. The Palestinian Authority has [07:06] never been able to function properly [07:08] since they were first created after the [07:10] Oslo Accords were signed in the 1990s. [07:12] They were originally meant to be an [07:14] interim government, but they were never [07:16] able to get around to actually setting [07:18] up a permanent government. To this day, [07:20] they can't collect their own tax [07:22] revenues, provide water or electricity [07:24] for the residents, keep law and order in [07:27] Judea and Samaria. They're overrun by [07:28] multiple terrorist organizations, not to [07:31] mention the PA police are rife with [07:33] their own terrorists, many of whom have [07:35] been trained and funded by the United [07:37] States, by the way. And Mahmoud Abbas is [07:40] 91 years old and is currently 17 years [07:44] over his term limit and there are no [07:47] elections in sight, not to mention even [07:49] free or fair elections. [07:52] The point is the Palestinian Authority [07:53] cannot last much longer and with the [07:55] possibility of Saudi Arabia now joining [07:58] other Arab nations in the Abraham [07:59] Accords, they're continually losing more [08:02] and more support. This also means that [08:04] the dream of the Palestinian state is [08:06] dead and the dream of Israeli [08:08] sovereignty in Jerusalem, Judea and [08:10] Samaria is becoming more and more of a [08:12] reality each and every day. [08:15] Israel is also taking actionable steps [08:17] to cement sovereignty in Judea and [08:20] Samaria boots on the ground style. It's [08:22] actually kind of the opposite of the [08:24] Fiat Fayyad plan that began in 2009. [08:26] Under Israeli Finance Minister Bezalel [08:28] Smotrich's direction, he's also in [08:30] charge of settlement affairs in Judea [08:32] and Samaria, there are over 100 farms [08:35] now dotting the hills of Judea and [08:37] Samaria which now encompass tens of [08:40] thousands of acres of Israeli land, [08:42] effectively stopping the illegal [08:45] Jihadist takeover of Israel's heartland. [08:48] Under Smotrich's direction and under his [08:50] tenure, 185 new communities and farms [08:53] have been established, over 40,000 new [08:56] housing units were approved for [08:57] construction and 103 Jewish communities [09:00] were either approved or recognized as [09:03] legal by Israel's government. [09:05] On the opposite side, the demolition of [09:07] illegal Palestinian Arab construction [09:10] has more than doubled in Judea and [09:12] Samaria since Smotrich took office. [09:14] Smotrich has also taken steps to [09:16] reorganize how settlement affairs are [09:18] governed in Judea and Samaria making the [09:20] advancements that have been made under [09:23] his uh tenure in the government harder [09:25] to reverse under a future [09:27] administration. A statement from [09:29] Minister Smotrich's office said, quote, [09:31] "The decision to anchor the settlements [09:33] administration and the position of [09:35] deputy head of the civil administration [09:37] will de facto implement the continuation [09:40] of the settlement revolution and the [09:42] emphasis and priority on the civilian [09:44] aspect of life in Judea and Samaria and [09:46] not just as a second fiddle to the [09:49] security component. Even after the [09:50] elections when the mechanism built by [09:52] Minister Smotrich over the years will [09:54] continue to function even after his [09:56] tenure. [09:58] At the end of the day, the violent and [09:59] anti-Israel farcity that has been called [10:02] the Palestinian Authority or the [10:03] Palestinian movement for decades is [10:06] slowly dying. At the same time, Israel [10:09] is becoming stronger and stronger, [10:11] especially in Jerusalem, Judea, and [10:13] Samaria. [10:15] The irony is that this is exactly what [10:17] the prophets from the Bible predicted [10:19] would happen. As an example, Amos 9:14 [10:22] and 15 says, "I will bring my people [10:24] Israel back from exile. They will [10:26] rebuild the ruined cities and live in [10:28] them. They will plant vineyards and [10:30] drink their wine. They will make gardens [10:32] and eat their fruit. I will plant Israel [10:34] in their own land, never again to be [10:37] uprooted from the land I have given [10:38] them," says the Lord your God.
